SPECS #3: Hacking Wars

DDoS attacks on banks, cybercrime as a threat to our economic prosperity and information leaks in large systems. Issues that ethical hackers try to map by ‘hacking’ into networks. On June 14 Netwerk Democratie, Waag and Internet Society organize a debate on Ethical Hacking. We will discuss the possibilities for improvement of the controversial ‘Directive for Ethical Hacking’.

Hackers vs. Crackers

There is a growing group of ethical hackers who want to test the security of critical systems and who want to find existing weak points, so that they can be fixed. Because they show us what needs to be done, they are indispensable for increasing the safety and reliability of the Internet and everything associated with it. There are also 'crackers': malicious hackers who steal information or disrupt systems and in that way are a threat to our societies.

Directive for Ethical Hacking

In order to distinguish between 'good' and 'bad' hacking, the Dutch government has drafted a Directive for Ethical Hacking. From the hackers-scene however, there is fierce criticism towards this Directive. For instance, in the directive hacking-methods that are not allowed are described in detail, including conventional techniques hackers use. At the same time there are few obligations for the party that is responsible for the security flaws. During this debate we examine the possibilities to make this directive more functional for all the stakeholders.

Gerben Klein Baltink - Secretaris Cyber Security Raad
Gerben has been active in the area of defence and security for the past 30 years. The last 10 years he specialized in IT and security. His vision: as long as insecure systems are built, there is a role and need for ethical hacking.

Jetse Sprey - Advocaat
Jetse works in the sector IT and Media and specializes in intellectual property and privacy.

Brenno de Winter
As a research journalist, Brenno writes about IT-security and privacy. He works for various magazines (a.o. PC-Active and Computer!Totaal), news websites (a.o. NU.nl and Webwereld) and various e-zines.

Astrid Oosenbrug
Astrid is a member of the Tweede Kamerfractie for the Dutch Labour Party. She specializes amongst others in IT and government services.

Jurre van Bergen
Jurre is co-founder of Black Mountain Security, an IT-Security company. In 2010 he already discussed ethical hacking at hackerspace Revspace in The Hague, after hacking several government websites. This created more awareness and discussion about security leaks in the Netherlands.
